Samuel and Company. I attach a copy of his report, from which you will observe that his experiments have led him to the conclusion that the flash-point of 150°Fahrenheit (close test) may with safety be adopted instead of the 200° Fahrenheit limit at present in use.

I then consulted my Executive Council as to the adoption of this change, and with their advice I took measures for amending the Rules by substituting 150° Fahrenheit for 200° Fahrenheit. Before promulgating these amended rules, however, it will be necessary to amend subsection II of clause 3 of Ordinance 39 of 1899. This matter is now receiving the attention of the Acting Attorney-General, who will as soon as possible submit the necessary amending Bill to the Legislative Council.
